ZCM Device Registration Fails with -28

Environment: ZCM connected to Database (in our case Oracle)

Issue: Devices fail to register or "insert" into database (-28).

Resolution: Check Database Size with your DBA, most likely your Database space limit has been exceeded and so the space has to be increased.

Both zac and GUI registration commands with or without key;

Unable to register with the server at: http://fs-ch-zcm.fresno.gov.
Service Error. code: -28, message: InternalDataModel exception while trying to create/update device: A61142
