Miyazaki Prefecture is located in the south eastern corner of the island of Kyushu, the southernmost of Japan's four main islands. The Miyazaki Prefectural Office provides public services to the prefecture's more than 1.15 million residents.
Challenge
As in other government agencies, the Miyazaki Prefectural Office looked to leverage e-government to improve service delivery for its customers, while at the same, driving greater efficiencies. In line with the "Automated Prefectural Office Action Plan" created in 2002 and the desire to meet residents' demand for using IT for administrative reform, the Office launched an Internet-based application to provide anytime, anywhere access to administrative documents. As part of this initiative, the Office required a solution to help streamline management of the Office's 6,000 user accounts and ensure accurate and timely authorization for user access.
In the Information Policy Division, where account management was especially complicated, the growing number of accounts posed a threat to security. Because automating processes would enable users to switch between front and back office systems from a single PC terminal, the solution needed to manage numerous user passwords.
The new system also needed to be flexible and scalable enough to set account attributes and access authorization, as well as have the functionality for an integrated identity system featuring account connectivity software and single sign-on capabilities. Moreover, because the Information Policy Division used disparate systems for core functions such as accounting, payroll, and human resources, integration between these systems was critical, as was integration with the Office's existing network environment based on NetWare? and Novell eDirectory.
Novell Solution

After considering various solutions, the Office selected Novell Identity Manager for an identity management solution, based on its strong track record of success and intuitive user interface. The new solution, developed in collaboration with Novell partners Minami Nihon Network and Axio, connects user accounts to four systems, including file services, single sign-on, legacy LDAP, and the employee portal.
The Office now has a solution that optimizes user account management, creates a reliable access authorization system, and eases the login process for users.
Results
With Novell eDirectory and Novell Identity Manager, the Office can perform integrated account identification and enable single sign-on. As accounts and e-mail addresses are reset according to fixed rules and employee numbers, users can now have just one ID and password, and IT managers need to manage just one directory. As a result, the Office's managers benefit from increased simplicity.
