Yes - there are quite a few different methods.
*caution* not every windows program can be run on Linux.
One way is through a program called Wine. It basically installs a recreation of the windows DLLs onto your system, thus allowing some programs to run.

Crossover Office. It's a little better program to get the DLLs on your system - this one isn't free.

There are a number of Virtual Machine suites available. These basically allow you to install a legit copy of windows onto your Linux system and run Windows within Linux.
VMWare is probably the most well-known program of this sort. VMWare isn't free.
