Is there a way to set up a default value for the passphrase when a user is created?

Yes, there is a new tool called SLAPTool. Documentation for it is a little scarce at the moment. However, there's a Cool Solutions article at: http://www.novell.com/coolsolutions/tip/8863.html that describes exactly what to do to push a passphrase into a user object.
