Q:
Does NW6.5 come with any utility (such as UIMPORT in NW51 or older) for creating user accounts? Any other recommendation (free one)?

While not supported, you should be able to use UIMPORT.EXE on a NetWare 6.5 server as well. If you still have a copy of UIMPORT from an old NetWare version, just try it. Otherwise, you might download UIMPORT from one of these sources: http://support.novell.com/servlet/filefinder?name=uimport.exe
The official replacement for UIMPORT is the ICE (Import Conversion Export) tool which can be called from the server console, from ConsoleOne or from iManager: http://www.novell.com/documentation/edir873/edir873/data/a5hgmnu.html
