Access rule for only one URL

I'm trying to create an access rule that allows access to a single URL from a particular workstation only and no other URL. Here's what I have so far:

Rule#1 - Allow Specified IP Range URL http://www.mydomain.com/*.*
Rule#2 - Deny Specified IP Range URL http://*.*/

I can't seem to get this scenario to work. Rule # 2 overides rule #1 even though it should be the first to be read. Any ideas?

Rule#1 - Allow Specified IP Range URL http://*.mydomain.com/*
Rule#2 - Deny Specified IP Range PORT ANY ANY
