It seems I can't block two sites and allow a certain third site. Allowing the one I want also allows the other two; blocking the two bad sites also blocks the good site.
A:
Check to see whether these sites are all resolving to the same IP address. If so, you could fake out the DNS by putting a dummy entry into the sys:etc\hosts file on the BorderManager server (don't change the pxyhost table).
