Anonymous binds and Tomcat

Q:
When I "disallow anonymous simple bind" it breaks Groupwise Web Access. Tomcat will no longer load, and thus Web Access, iManager, etc. no longer work. What am I doing wrong?

Tomcat won't load if anonymous binds are disabled. Try TID 10086383.
