Me, I just stick with the trusty shell tools like CVS and derivatives, and wrap a RunRev GUI interface around them. You can also do some good work by tweaking refer, the bibliographic database; but sadly, the MS machine has persuaded the masses in this day and age that a one size fits all package is the only solution, so the above link should help you down that path.
