Where I can download the Enhanced Provisioning Module for Novell Identity Manager?

It isn't available for download. It is only available through Novell Consulting or a Novell Partner. See

Note that EPM functionality will be part of the next IDM release. EPM requires at least some Extend knowledge, whereas this functionality in IDM v3 will be far easier to deal with.
