Q:
Is there something in eDirectory that keeps a counter for the last used uidNumber or the next one to use? Or is it up the the admin to keep track of the last used uidNumber?

A:
The uidNumber and gidNumber are managed by the Novell Linux Services plugins for iManager. Somewhere internally they do keep track of the last uid used and autoincrement it to ensure that it is unique. You can maintain these outside of the LUM stuff, according to my notes, but then you are responsible for keeping track of the uid and gid and making sure that they are unique.
