Some users can't close the Windows XP Task Manager. There is no exit button anymore. I think it's caused by a setting in the policies. Does somebody know which setting will activate the menu bar?

Nope, it's not the fault of the policies. According to Microsoft, the menu bar and tabs may not be visible if Task Manager is running in the daintily named "Tiny Footprint mode". If you double-click the empty space in the border around the tabs, Task Manager switches to this mode. To switch Task Manager to its typical display mode, double-click the top border of the window.

- WoW! And I thought I might have to reload XP! Amazing how simple some solutions are when you know what to do! Double clicking the upper border did the trick!!
