There are a couple of ways to accomplish this. You need to understand that the information that is stored in the image-safe data store is not inserted into the file system or registry until the system is rebooted. Replacing the data is done by the Image Safe Data Agent. If your image does not have the agent installed, the data will not be updated.

You could also delete the data after the image comes down using zisedit. Then there would be no data to update.

Both of these would do what you are looking for.
