I have a situation where 90% of my users need permission to RC a workstation for auditing purposes and the other 10% without permission. I've looked into the workstation policies, usergroup and user policies. If I set the 2000 workstation policies to prompt for permission, as well as user policies, everyone is prompted. All is good there.
However when I set a particular user policy to Ignore RM policies and set it to Not prompt for permission, it still prompts the workstation user. If I reverse everything it does the opposite, so it appears to ignore the user policies all together. What am I missing?

It will always pick the most restrictive of the user and workstation policies.
