We run GroupWise 6, sp2, and BorderManager 7. I want to be able to access the GW Monitoring utilities remotely. They run on an NT/XP box and listen on port 8200. When I unload ipflt and filtsrv I can get through, however, when they are loaded I cannot. I'm hoping I don't have to use a static NAT.

You don't have to configure a new static NAT, simply because you say it works with filters unloaded. It looks like you have the wrong exceptions in place. To sort out the exceptions, you can use the GW monitor web agent and just plug that into an internal Webserver that you can get to from the outside world.
