When I try to reconfigure a slave server using VPNCFG, the server gets reconfigured but does not load the VPTunnel drivers. In INETCFG there are no VPTunnel entries - same with NETINFO.CFG ... I may try to add the entries into the netinfo.cfg files manually but I was looking for any additional imput as to why this may be happening.

Did you exchange the VPN keys with the master? The VPTunnel will not be added in the slave until it gets contacted by the master, when you import the sinfo.vpn file into the master configuration. By the way, you cannot manually add the VPTUNNEL board to the netinfo.cfg.It wouldn't work.
