Can't auto-load PROXY.NLM

Since upgrading from NBM 3.7 to 3.8, proxy.nlm fails to load. I get this message:
"NLS Licencing Services are unavailable. Make sure NLSLSP.NLM is loaded" The error code is C00010003. The licenses are correctly installed, and NLSLSP.NLM is running. I can load the proxy manually. It looks like a timing issue, but LOAD BRDSRV is already the last line in the autoexec.
A:
Put STARTBRD at the end of AUTOEXEC.NCF and insert a delay using ?Y.
