We have multiple offices, each broken out into individual containers. In our Novell environment, our security and policies are best handled on the Novell side by having the users at the "root" of the container for that office. However, in AD, we need a different structure. For example, under the office's OU, we need to break out three additional OU's, one for "users", one for "desktops" and one for "laptops" due to the way we need to apply policies. I have no clue where to begin.

Stepping back from the technology for a moment, how do you decide where to place these new users? Say a new guy, Bob, is hired today. How would you decide which container to put Bob's account in? Does he go in "users", or "desktops" or "laptops"? How do you know? If you can't answer that question, then you can't code the answer to that question in to a policy.
