A:
SSO will try to set up new applications if you enable the wizard in user settings. Exclude.ini is good if you want to limit which apps can be set up either with the wizard or manually by a user. If you restrict a user so that they can't add apps, or the wizard will never run automatically, then exclude.ini isn't important.
