In the school that I work in we had a number of problems with students changing settings in internet explorer and setting pictures as the background. We solved this problem with the Internet Explorer Administration Kit. It allows us to create a fully customised version of internet explorer. Basically you can customise and disable every feature of internet explorer including the option to set as wallpaper. You can even stop the downloading of files.

To stop the users from running Word and getting into the internet that way, we force run an application that deletes the iexplore.exe file when Nal starts. To run internet explorer they have to be a member of a group that has access to internet explorer which then enables the internet icon in Nal which then copies the iexplore.exe file back to the local computer enabling the internet.
