I've noticed that there are a lot of people not getting Group Policies to work. I had the same problem. Easy to solve, hard to find.
SOLUTION: I've discovered that I had only one problem: setting the Group Policy transfer rate to 0. It can be found under User or Computer policies: Administrative Templates\System\Group Policy. Modify "Group Policy slow link detection" or something like that and set it to 0 (zero).
P.S: I have a Dutch language XP version. So I don't know if I'm translating right. That was the solution for me...
