Whenever you want to clear the cache, you can unload the proxy.nlm, and afterwards reload it like this:
Load proxy.nlm -cc.
This works, but it's not the best way. In order to get your users up and running much faster, this approach should not be used.
Instead, unload proxy.nlm, rename to top directory of your caching structure, and load proxy -cc.
This way, proxy will be up and running in a minimum of time, and you as an administrator can always erase the "old" caching structure.
