This is an application to invoke the NT4, Windows 95, 98, or Windows 2000 screensaver. For more information, see this article.
The ideal way to distribute this, as well as the app itself and the icon, plus doing nifty things like using the User's name for the marquee or 3d text is to use ZEN for Desktops from Novell. You can do this with the free starter pack, available from www.novell.com/download.
