Question: My accountant friends who prepare income tax returns and maintain accounts in DOS or MS 2000 would like to migrate to Linux if it supports Database, Spreadsheet, preparation of return forms and printing.
How do they do it?
Answer: MySQL has been positioning themselves as an 'Access' type of replacement, but you should be looking at the specific applications used for these accounting functions. Looks like they are all proprietary solutions built on Access.
Anyone out there know a Linux-based accounting program you could recommend?

You should take a look at SQL-Ledger. It's open source, web based, and very capable.
