With the way ConsoleOne gets its snap-ins (I believe it just looks through the snap-ins directory, and gets the info from java classes contained therin), all you have to do is install the snap-ins to the 1.2 directory, then copy them into your 1.3 directory.
In fact, the only copy of ConsoleOne we have now is in "SYS/PUBLIC/MGMT/CONSOLEONE/1.33 E-Dir" and works just fine using this method.
