20.9 Time Values

From the least significant byte to the most significant byte:

• The first 5 bits indicate the number of 2-second intervals, from 0-29 so that 59 and 60 seconds are both indicated by 29.
• The next 6 bits indicate the minute, from 0-59.
• The last 5 bits indicate the hour, from 0-23.
