Possible Cause: The user does not have rights to request units from the certificate. (To request units, the user must have the Read right to the NLS:HandleList attribute. To change the server assignment, the user must have the Write right to this attribute.)
Action: Grant necessary rights to either the handle list or the affected attribute.
