Explanation:  The Distributor Agent and Subscriber Agent cannot run successfully without a working directory. An initial working directory is set up during installation.

Possible Cause:  The Distributor or Subscriber object in eDirectory is no longer configured with a working directory.

Action:  Fully configure the Distributor or Subscriber object, as described in Configuring TED Objects in Policy and Distribution Services in the Administration guide.
