Explanation:  The Distributor Agent needs to halt processing on a Distribution if a higher priority Distribution arrives or if the Distributor is refreshed. The Distributor Agent is unable to stop its Distribution processing in order to perform the higher priority task.

Possible Cause:  Unknown.

Action:  Stop Policy and Distribution Services on the server and then restart it again.
