The problem is almost always the PERC chip.  It must be disabled.  iChain/ICS gains nothing from RAID and was not designed to be used with it.  To get the install to complete:

During bootup press [F2]
Select CPU Information
(If there are 2 CPUs you must remove one.  This will tell you how many there are.)

Press [esc] to back out 1 level
Select Integrated Devices
Select 10/100/1000 NIC, press the + or - until the option says Off
(This step may not be required.  ICS/Volera required this because that image didn't have the right driver for this card - B57.LAN.)

Select 10/100 NIC, press the + or - until the option says On Without PXE
Press [esc] 2 times, You want to save and exit.

****Note:  Do not disable the serial ports.

With the server off you need to remove the 2nd CPU and VRM (Voltage Regulator Module). If you are at the front of the server, remove the heat sink and processor to the most left of the box.  Next to the heat sink you are removing there are two things that look like little batteries are attached to it.  The one farthest away from the front of the box is the one to remove (this is the VRM).

Also remove the RAID chip.  This is at the very back of the server (basically lateral to the keyboard  and mouse connector).  It is connected with a blue plugin lever.  Press the lever to remove the RAID chip and also the memory chip to the left of it (it's the cache for the RAID chip).

Upon bootup press [F2] for setup go to CPU information make sure it shows only 1 processor.  
Perform a low level format of the disks prior to installing iChain.

Place the NIC cable in the integrated 10/100 port above the USB ports.

Reboot the Dell server with the iChain CD.
