symptom

Time advances 1 hour upon every reboot

Time Source server is NetWare 6

Time is synchronized, but 1 hour ahead on SECONDARY time servers.

Timesync version 6.01j or greater

1 hour is added to server each time it is restarted

fix

Apply Support Pack 2 for NetWare 6 or 

Edit the AUTOEXEC.NCF, and do the following:  
move the "SET TIME ZONE = <time string>" below the two set statements for START and END of Daylight Savings Time.
