Error: "E700 Invalid address book record"
Error occurs on the POA
Error occurs on sever Post Office POA

Fix is to find the user that has shared the address book and unshared the address book making sure that the PU file in the Post Offices that was share with users is deleted and then delete the shared address book from the owner Address Book

This is cause by a user that has shared an address book with other in the other Post Offices and has corrupt information in the book.
To find the owner of the Prime User file you will need to run a GWCHECK on the post office with the PU file in its Ofuser directory with Contents and Fix Problem checked.
This will tell the owner of the PU file "Prime Database Originated USERFirstname USer Lastname"
