Failed to cache application Error code D08B for non-Administrator Local or Domain users

Situation

ERROR:"Failed to cache application Error was D08B"
In this case, the error only occurs for user associated applications where the local Windows user is not a member of Administrators group, and only when using Middle Tier to login to eDirectory.

Resolution

In addition to the settings discussed in the documentation athttps://www.novell.com/documentation/zenworks7/dm7admin/data/ahwfj9t.html#ahwe9f8 and any other TIDs at https://support.novell.com related to this error, check the following:
Control Panel/System/Advanced Tab. Click Environment Variables. On the lower screen look at the System Variables for TEMP and TMP.
These must point to a valid location on the hard drive, accessible by the system user.
