Users with limited rights are unable to add additional time zones to the Calendar

Drop-down menus in the Additional Time Zone window are empty.
Make sure users with limited rights are assigned Full Control permissions to the registry key HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Time Zones
Login to Windows XP as a user with limited rights and login to the GroupWise client.
Go to the Calendar folder, right-click on the time bar that's on the left of the calendar and select the option Additional Time Zone...
Check the box for Display Additional Time Zone. Notice that the drop-down menus are empty.
