Unable to start WEBAC80A service

Environment

Novell GroupWise 8
Novell GroupWise WebAccess
WebAccess Agent running as a service on Microsoft Windows 2003 server.
Microsoft Windows 2003 server. 

Situation

Unable to start WebAccess agent (default name is WEBAC80A) service.
Various application errors in an Event Viewer.
Starting WEBAC80A service with startup parameter /ph is successful.
Staring WebAccess from BAT file as a DOS application works fine.

Resolution

The problem is caused by the WebAccess agent not being able to find its startup file.

Current workaround is to change a Windows registry. Go into HKEY_LOCAL_MACHINE | System | ControlSet001 | Services | WebAccess (WEBAC70A) and find the WORD Parm. Edit its value and change it in @C:\webacc\webac80a.waa. The Webaccess service can start successfully afterwards.

GWINTER.EXE is unable to locate a startup configuration file.
