Situation
Specific user has problem with mobility sync
New mail items are not synchronized
POA WebConsole Event Configuration shows many events for user
/var/log/datasync/connectors/default.pipeline1.groupwise-AppInterface.log Debug/Verbose shows:
Received event from GroupWise of type "FolderItemAdd"
...
EXCEPTION: UnicodeEncodeError: 'ascii' codec can't encode character u'\xe1' in position 8: ordinal not in range(128)

Resolution

Folder name in user's mailbox contains u\xe1 character ("รก" lowercase a-acute). Removed specific character from folder name.

From the POA WebConsole, navigate to the Configuration tab and select Event Configuration List. Select the userID and check Delete events and select Submit.

Go to DataSync WebAdmin | Mobility Connector | Monitor

Re-initialize the user.
