Timezone shows in GMT, how to change it to a local timezone

Environment
Novell Vibe 3.3
Situation
- Noticed log files were displaying in GMT time.
- Noticed when users logged in, files and entries were in GMT.
- Does not want the server to display time in GMT.
- Wants the server to display the local timezone.
Resolution
Though it's possible to change the server time by changing the
file, this should not be done. Each user has a Timezone
setting in their profile, and it is in their profile that the
Timezone should be changed, not directly in the server
settings.
Cause
Vibe stores and logs everything in GMT format, changing this
setting could break something in Vibe, hence the reason and ability
to have each user change their settings.
Additional Information
When the individual users change their Timezone settings, they will
see entries and files in the timezone they changed it to, so if a
user changed their Timezone to Pacific, all time stamps for entries
and files would display in Pacific time.
