When GroupWise is launched from ZCM documents in library are not accessible

Situation
When launching GroupWise from a bundle in ZCM, users are unable to open documents in the GroupWise library. The process errors out with a pop-up error.
Error:
Windows cannot find 'C:\DOCUMEN~1\NOVELL~1\LOCALS~1\Temp\XPgrpwise\194025-1.docx'. Make sure that you typed the name correctly, and then try again. To search for a file, click the start button, and then click Search.
If the error pop-up is left in place and Windows explorer is launched, the file can be browsed to, verified as being there, and opened manually.
In testing the error would occur with any of the following document types:

Resolution
Workaround:
- Make sure that powershell is installed, with the minimum version of what is in update for Windows XP (KB968930).
- Create a windows simple application bundle that has "powershell.exe" as the Command and "-WindowStyle Hidden Invoke-WMIMethod -Class Win32_Process -Name Create -ArgumentList grpwise.exe" for the Command Line Parameters.
