NetIQ AppManager 8.0.x
Situation
This can occur when the NetIQOLE.dll is not registered properly while installing the NetIQ AppManager Operator Console or NetIQ AppManager Control Center Console.
Resolution
Unregister and reregister the NetIQOle.dll file and attempt to run the Security Manager application again.

Unregistered the installed binary "netiqole.dll" by running command
regsvr32 -u "<InstallDir>\NetIQ\AppManager\bin\netiqole.dll" -
Registered new binary " netiqole.dll" by running command
regsvr32 "<InstallDir>\NetIQ\AppManager\bin\netiqole.dll" -
Verify the error is no longer occuring by opening the Security Manager Console
