DSfW: Servers must support NTLM capability once OES11SP2 server is brought in the eDir ring

Situation

OES11SS2 is planned to have NTLM Authentication support over LDAP layer by default
This involves NMAS LMO changes and these LMO once updated will reflect tree wide, that includes non-OES11SP2 servers. 

The pre-existing DSFW servers at customer environment (non-OES11SP2) will have NTLM capability but for the customer to utilize this capability after
bringing in OES11SP2 server, the non-OES11SP2 servers must have a kerberos library change to accept the NTLM request.

This fix will bring in the needed changes in to kerberos library as part of the upcoming patch.

There is no way to restrict NTLM requests from third party apps to always land on OES11SP2 server.
Requests can hit other non-OES11SP2 DCs in the domain.
This brings in the need to prepare the existing DSFW DCs to have the kerberos side of support.
