Situation
File upload plugin fails on Windows 2008R2 server - after the setup runs, the page refreshes and the plugin is not installed

Resolution
Disable IE ESC (Internet Explorer Enhanced Security Configuration) for the users who require to use the plugin.
Cause
IE ESC configuration is not allowing the File upload plugin (Active X control) to install.
