error message during install: The setup was interrupted

During install an error message occurs.  The message in the error box just says that the setup was interrupted.  In the install log the following errors are seen: Failed authenticode verification of payload: C:\ProgramData\Package Cache\.unverified\SCM and Failed to verify signature of payload: SCM.  The install will not proceed.  

Open a command prompt window as Administrator and execute the NetIQSecureConfiguraitonManager.msi that is found in the CDImage\Intel\Deployment\SCM directory

This is caused by an unknown environmental issue
