PES failed to establish session with the PES hr=0x800706b5 The interface is unknown (NETIQKB71891)

To resolve the issue, do the following:
- In add/Remove programs, uninstall all versions of Password Export Server.
- Reinstall the DMA only version of Password Export Server by following the instructions in the DMA user guide. You should be able to use the same Password Export Server Encryption Key File that was already created in the DMA console.
- Reboot the PES server.
- Make the necessary registry edit to accept password migration requests.
There should not be a "Password Export Server" service at this point. If removing this does not remove the service then you will need to remove the service with the Microsoft SC utility.
