Wake on lan sometimes reads 0 effective policies and no packets are sent

Environment

Novell ZENworks 10 Configuration Management

Situation

No WOL (Wake on LAN) packets being sent out, although a server package has been set with one WOL policy under General tab.
 
WOL debug with DEBUG10 level debugging shows this:
 
WUOLService:ReadPolicy: The number of effectivePolicies: 0

Resolution

Workaround
Set two WOL policies: one under General tab, and one under NetWare tab.  The debug log now shows this:
 
WUOLService:ReadPolicy: The number of effectivePolicies: 1
 
and packets are sent.
 
Even if the second policy is later deleted, it continues to read one.

Additional Information

Since this is not a consistent problem with every setup, it may be related to the total number of policies effective on the server.
