Situation
ZCM 10.1.1 is applied to the zone and is baselined
New agent deployments get version 10.1.1 of the agent, but System Update immediately reapplies 10.1.1 and the workstation is rebooted.

Resolution
This is fixed in version 10.1.2 - see KB 7001914 "ZENworks 10 Configuration Management 10.1.2" which can be found at https://www.novell.com/support
Additional Information
When the agent is registered, you can see that the "pending" count for devices to receive the 10.1.1 update increases by 1.
