Situation

The government of Venezuela decided to change the time zone of Venezuela from GMT -4:00 to GMT -4:30 as of December 9th, 2007, 3 AM. Systems processing time data involving the Venezuela time zone need to be updated accordingly.

This issue has been fixed in the current maintenance versions of the affectected packages.
