When "User Only - device associated policies ignored" loop back is set, Device Group Policy is not getting applied correctly

Situation

There are two scenarios that have incorrect results.
 
When "User Only - device associated policies ignored" loop back is set and a user who DOES NOT have any User Group Policy logs in, then it should recognize there is no User Group Policy and apply the Device Group Policy anyway. But the Device Group Policy is not getting applied.
 
When "User Only - device associated policies ignored" loop back is set and a user who DOES have a User Group Policy logs in, then it should ignore the Device Group Policy. But the Device Group Policy is still getting applied.

Resolution

This is fixed in version 11.2.4 - see KB 7012027 "ZENworks Configuration Management 11.2.4 - update information and list of fixes" which can be found at https://support.microfocus.com/kb/doc.php?id=7012027

Cause

This is due to escaping the check for loop back in the device startup realm.
