Most likely licensing is not installed properly and you are consuming a grace login license.
The simplest solution is to install the MLA license (included in the \LICENSE folder on the NetWare installation media) in the Organization (O) container of your tree. For instructions on installing NetWare licenses, see Section 2.0, Managing Licensing and Certificates. NetWare allows up to 3 grace connections.
