What ip address does smdr.nlm use?

Smdr will bind to the first card/driver that is bound to tcpip. Therefore the first driver load order is what determines which ip address smdr.nlm will use. There is no config file or set up that will enable you to specify a particular ip address for smdr to use. You would have make sure that the card you want smdr to use is the first one loaded and bound to tcpip.
