Open Folder rule will not trigger unless folder name is specified

Currently the documentation for both GroupWise 8.x and GroupWise 2012 state that the Open Folder event can trigger a rule and that if no folder name is specified the opening of any folder will act as the trigger.  This is not the case and it will only trigger if a folder name is specified in the Rule creation dialog.

This has been reported to engineering.  Currently the only work around is to create a rule for and specify each folder that this action should be acted on.  As the folder name can only be specified once when the rule is created, a new rule for each folder will need to be created.
